The NHRL rules say that if the main bot in a multibot has an unconventional locomotion weight bonus, it is perfectly legal to have a normal 3lbs robot as a minibot. This applies to every weight class. (Stoneforge for example.) This logic finds a loophole, like the name says, in the rules for success. Both builders have notified and have gotten approval from the NHRL crew before Loophole fought here to ensure that the bot exploits a true loophole in the rules instead of breaking them.
